The Board of my condo building (in Maryland) wants to install thermal film on the inside of owners' units because, they claim, the film will help keep units cooler in summer and warmer in winter and save on energy costs from alleged lower ac and heating usage. Our monthly condo fee includes utilities, including ac and heat. The film is a dark amber-brownish color and I don't want it on my windows. Since the interior of my windows aren't a common area, they're inside my home, does the Board have the right to install the film anyway? I would rather pay a higher monthly condo fee and be able to see a blue, not yellow, sky.
Adding a thermal film to reduce the cost of heating would be insignificant because the film would be blocking sunlight which help heat the space. Thermal film has no insulative value itself.
Adding a thermal film to reduce the cost of cooling has merit but we are talking Maryland here so the savings would be realized for four months? Additionally, I am sure that owners have some type of window covering (blinds, shades, drapes, or shutters) which currently reduce solar impact to condos.
A better idea would be to replace all the windows with ones that are more energy efficient and would add value to each condo. Or perhaps improvements to the cooling/heating plant.
It is my belief that your board is being sold a solution that has no merit.
I agree with Ron as far as he went. But I agree with your thought that the interior of your windows is not common area and thus the decision should be yours and yours alone. You should be permitted to refuse. Let us know how it turns out.
3041oceaninc: 40 units condo. Floors 3-7 units have the same SF. However floor 4-7 have balconies with size 130 SF, floor 3 has terrace size 1,400SF. Common charges are based on SF of the unit and there is absolutely nothing extra for units with terrace. Correct?

maperk1234: I recently started a facebook page so owners of the condo can communicate. The management company would not send the list of names, so I put flyers under doors to alert owner/occupants about the group and options to join. I am being fined for flyers! 2K!
